An Illinois appellate court says that home-rule municipalities and counties do not have to abide by a 2016 constitutional amendment that required transportation-related funds to be spent only on transportation projects and infrastructure and that it applies only to state taxes and fees. A coalition of builders, engineers and materials providers is appealing the ruling to the Illinois Supreme Court.
